National Lottery (Amendment) Bill, 1988: First Stage.

I move: "That leave be granted to introduce a Bill entitled an Act to amend the National Lottery Act, 1986 by establishing a Board of Trustees to superintend the application of the proceeds of the National Lottery in accordance with law and in accordance with the directives approved by Dáil Éireann and to provide for other connected matters."

Is the Bill opposed? No.

May I seek clarification regarding Standing Order 89. A Bill has been moved by a group just now who have indicated in the national press that they intend moving another Bill tomorrow morning. I understand that, subject to section 89 (2) of the Standing Orders of this House, a group is entitled only to one Bill at a time. I wish to seek clarification on that point, please.

That only applies to Bills presented.

Perhaps in the meantime the Deputy would read Deputy O'Malley's speech on Wednesday, 16 December 1987, Volume 376, columns 2611 and 2612. I recommend Deputy O'Malley's speech to the House.

Would the Taoiseach read the first sentence now?

I can read the Deputy many sentences: "Salmon anglers have paid fees for years", and "...some simplified system of enforcing on-the-spot fines." Licences were not good enough here.

I do not think this arises now.

On a point of order, I had forgotten to mention licences for sea anglers as well.

I wonder if the Government have considered the report from the Joint Committee on the Secondary Legislation of the European Communities in respect of product liability in which there is a strong request that the regulations be presented in the form of statute which must come into effect before 1 July, and the Government intend presenting legislation——

Surely the Deputy could put down a question in respect of that matter in the ordinary way.

It impinges directly on the Order of Business.

It does not refer to legislation.

In the context of the legislative programme, may I draw to the Taoiseach's attention the growing concern at the inadequacies of our laws to deal with the problems of allegations of child sexual abuse. Can the Taoiseach indicate to the House when it is anticipated that the Children Care and Protection Bill will be circulated and published? This Bill has been promised for 18 months. The previous Government's Bill has not been re-entered by this Government and there is now an urgent necessity that we have modern legislation to deal with this area. Can the Taoiseach indicate when the Government Bill will be circulated?

I hope to have it within the next few days.

May I ask the Minister for the Environment when he proposes to introduce regulations, as he is empowered to do under section 26 of the Housing (Miscellaneous) Act, 1982, which deals with the regulation of landlords and flatdwellers.

I will communicate with the Deputy.

I seek permission to raise on the Adjournment the consequences for Bus Éireann and their staff of the proposed privatisation of school transport.

I will communicate with the Deputy.

I seek permission to raise on the Adjournment the fact that in this Millennium year there are still 1,200 tenants of Dublin Corporation who do not have a bathroom.

I will communicate with Deputy Mitchell in respect of that matter.

May I ask the Taoisech regarding the present price negotiations in Brussels if the application for the extension of the disadvantaged areas is on the agenda?

This is not legislation surely.

It affects a lot of people throughout the country.

The Deputy should find another way of raising this matter.
