asked the Minister for Agriculture and Food when farm installation aid will be paid to a person (details supplied) in County Cork.

The person mentioned did not submit an application prior to the termination of the original scheme of installation aid for young farmers on 31 March 1987.

As announced in the budget, installation aid for young farmers is being reintroduced and it is my intention that the new aid should be back-dated to the termination of the original scheme. Details of the new arrangements have been submitted to the EC Commission for clearance and following receipt of this clearance they will be announced as soon as possible. Pending that announcement it is not possible to assess the eligibility of the person mentioned under the revised scheme.

asked the Minister for Agriculture and Food when installation aid will be paid to a person (details supplied) in County Offlay; if the application is in order and approved for payment; and when payment will be made.

The processing of the application in this case has been completed and the applicant has been deemed eligible to participate in the scheme. Payment of the premium will be made as soon as practicable and I will inform the Deputy at the appropriate time.

All premia are paid strictly in the order in which eligibility is established. Payments are being phased in such a way as to ensure adherence to the amount provided in the Vote. Consequently, there is some delay in payment of the premia.

asked the Minister for Agriculture and Food when a land drainage grant, approved in November 1987 will be paid to a person (details supplied) in County Meath; and the reason for the delay in the payment of this grant over the past year.

A claim under the farm improvement programme for payment of a grant of £1,424 has been received and will be paid as soon as practicable. All claims under the programme are dealt with strictly in order of receipt. Payments are being phased in such a way as to ensure adherence to the amount provided in the Vote. Consequently, there is some delay in making grant payments.

asked the Minister for Agriculture and Food if a grant of £4,000 for farm buildings was approved for payment in October 1987 in the case of a person (details supplied) in County Westmeath; the reason the money has not yet been paid; if there are any outstanding queries in the case; when the inspector's report in the matter was received in his Department; if the inspector's report has yet been examined; if so, the persons by whom it was examined; the person(s) to whom the inspector's report passes prior to payment; and if it has been passed to such a person; the current location of the report; and if he will make a statement on his policy in regard to delaying payments for farm buildings, in view of the contractual obligations undertaken by those who erected the buildings in anticipation of receiving grants.

A claim under the farm improvement programme for payment of a grant of £3,363 was received on 27 November 1987. All claims under the programme are dealt with strictly in order of receipt. Payments are being phased in such a way as to ensure adherence to the amount provided in the Vote. Consequently, there is some delay in making grant payments.

The claim in question will be paid shortly.
