asked the Minister for Agriculture and Food the reason he has not been prepared to agree to proposals that the non-thoroughbred horse register be operated by a private organisation on a commercial basis rather than operated directly by his Department itself.

The proposals to which the Deputy refers were not implemented because of difficulties which arose between the parties involved. These difficulties had nothing to do with my Department.

As a result, the wishes of the major interests in the non-thoroughbred horse industry were that responsibility for the operation of the register should remain with the Department.
