The person named has recently been paid cattle headage under the 1987 disadvantaged areas scheme but has been deemed ineligible under the 1987 EC suckler cow premium scheme because he had no suckler cows in his herd at the date of application. He did have a number of in-calf heifers on that date but could not be paid premium on them as in-calf heifers can only be accepted for grants if they replace cows held on the date of application.
