asked the Minister for the Environment if, in respect of the 1988 tenant purchase scheme, he will authorise a housing authority to apply the scheme to a block of flats where not less than 70 per cent of the tenants in the block of flats have contracted to purchase the flats and have in addition agreed with the relevant housing authority to assume full responsibility for all maintenance normally carried out by the local authority in respect of the remaining 30 per cent of those tenants who do not choose to buy the flats and who would remain on as tenants of Dublin Corporation but whose rent would now be paid directly to the housing co-ownership company established by the 70 per cent of tenant purchasers for the purpose of maintaining and administering the block of flats; and if he will make a statement on the matter.

The scheme, which is administered by local authorities, allows for the sale of flats and maisonettes. The operation of this scheme in respect of a particular block is a matter for consideration by the local authority.
