An interdepartmental committee, chaired from the Office of the Attorney General, has reported on the legislative steps which may need to be taken to enable Ireland to ratify the United Nations Convenant on Civil and Political Rights. Arising from this report, it appears that, so far as the Department of Justice is concerned, Article 20 of the Covenant will necessitate legislation to prohibit any advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence. Examination of this question is proceeding and any legislative proposals arising from this examination will be announced in the ordinary way in due course.
