asked the Minister for the Environment the reason for the delay in replying to a letter from Deputy Jackie Fahey of 8 August, 1988, on behalf of a person (details supplied) in County Waterford regarding his wish to purchase his house under the tenant purchase scheme and if he qualifies for available grants; and if he will make a statement on the matter.

I propose to take Questions Nos. 226, 228 and 229 together.

The administration of the tenant purchase scheme is a matter for the local authority concerned and it is their responsibility to determine eligibility in individual cases. The council has sought clarification from the Department about the entitlement of these applicants to certain discounts under the scheme. This matter is under examination and a reply will issue to the council as soon as possible. At that stage a further reply will be sent to the Deputy.
