asked the Minister for the Environment if he will give an indication of the kinds of waste of a toxic and non-toxic kind but otherwise environmentally unacceptable and unsound which is generated within our society either from hospitals or from manufacturing processes; if he will outline the way in which waste generation is at present monitored by his Department; and if he will make a statement on the matter.

Each county council and county borough corporation is responsible for all aspects of waste management in its area. This responsibility extends to planning, supervising and monitoring the disposal of all categories of waste irrespective of their production source and includes an obligation to prepare a waste plan for waste disposal generally and a special waste plan for particular categories of toxic and dangerous waste. My Department's role extends mainly to providing the necessary framework of legislation and regulations for local authorities in the discharge of their functions in relation to waste and the issue of guidelines on various disposal aspects.

As regards the various categories of waste, I would refer the Deputy to a report on Waste Disposal in Ireland which was published by An Foras Forbartha in 1987. I have arranged to have copies of the report placed in the Library.
