asked the Minister for the Marine if he will introduce a by-catch allowance for sole and winter herring caught by east coast fishermen; and if he will make a statement on the matter.

There is a permitted by-catch of 10 per cent for herring caught when fishing for other species in the Irish Sea.

As regards sole the quota in the Irish Sea has been taken. Therefore, it is not legally possible to permit a by-catch. I am obviously concerned to ensure that this fishery should be managed to provide for a fair and equitable distribution of the quota and for a more sustained fishery. I have asked officials of my Department to convene a meeting next month to discuss an agreed management régime for sole and plaice in the Irish Sea with representatives of the various fishing interests concerned. Given this year's experience it is imperative that such a régime should operate for next year.

Will the Minister confirm that the management regime proposed to be pursued will contain a by-catch percentage?

At all times we will consult with the industry. I have no doubt but that we will be able to find common ground in that respect. It will be essential to ensure that there is a by-catch remaining for sole at the end of next year, as there is in respect of herring. We have embarked on this management plan — as we did in relation to mackerel and herring — to ensure continuity and greater job creation. I should say that the quota for sole in 1988 was some 215 tonnes and that this has been exceeded. The Deputy will appreciate that, legally, a by-catch is not permitted. We envisage the same type of regime applying to a by-catch in respect of sole in the Irish Sea as for herrings. We would hope to be able to prolong the season even at the expense of boat quotas and possible weekend closures, thus ensuring a greater market price for fishermen. In the event of our failing to secure agreement by way of negotiation in regard to such a regime I want to assure the Deputy that the Minister will not hesitate to introduce any measure to provide a balanced and sustained fisheries industry.
