asked the Minister for Labour the steps which have been taken by him at EC level to ensure that, after the harmonisation of the free movement of workers within member states, Ireland's sovereign rights to admit persons from non-EC countries to live and work in this country will not be severely restricted by Community-wide measures governing these matters; and if he will make a statement on the matter.

The Minister for Justice has overall responsibility for the implementation of the Aliens Act, 1935, the Aliens Orders, 1946 and 1975, and the European Communities (Aliens) Regulations, 1972-85, which are the principal legislative provisions governing the admission to Ireland of non-nationals.

The Commission of the European Communities is studying the various admission procedures of member states in respect of non-EC nationals and has introduced a mutual exchange of information system on any new draft measures or agreements.

In addition, the Commission is examining the possibility of measures which might be taken by the Community collectively in the fields of entry, residence and employment, to facilitate the harmonisation of national legislation on the admission of nationals from third countries; the possible inclusion of common provisions in bilateral agreements; and the improvement of the protection of Community nationals living and working in third countries. The Minister for Justice will continue to have responsibility for matters appertaining to entry and residence requirements.

My particular concern is the area of employment. Under the aliens legislation, my Department have responsibility for the issue of work permits in respect of non-EC nationals seeking employment here. My policy is to ensure that, as far as possible, whatever employment opportunities arise here are reserved for Irish and other EC nationals.
