The elements of overseas development assistance for which my Department has direct responsibility are Ireland's contributions to international organisations concerned in whole or in part with promoting the economic and social advancement of developing countries. In addition, my Department is responsible for issues of moneys for disaster relief, allocations which are administered by the Department of Foreign Affairs.
Following are details of actual expenditure by my Department on Overseas Development Aid in 1987 together with estimates of expenditure for 1988:—

1. Prior to 1988, disaster relief was disbursed from the Department of Foreign Affairs Vote for International Co-operation.
2. Valid comparisons cannot be made from one year to another between Ireland's contributions to the World Bank and its affiliated organisations. This is because of the erratic nature of the timing of such payments.
