asked the Minister for Foreign Affairs if he has received an invitation to attend and participate in the proposed International Human Rights Conference to be held in the Soviet Union in the near future; and if he will make a statement on the matter.

The conference referred to is the Conference on the Human Dimension, proposed by the Twelve at the Vienna CSCE follow-up meeting. The Soviet Union has proposed Moscow as one of the three conference venues. The question of the venues is still under negotiation in Vienna, and hence the question of an invitation does not arise at this stage. The proposal will be considered in the framework of the overall outcome of the Vienna meeting which deals with security questions and economic, scientific and technological co-operation as well as with human rights. Ireland, along with its partners in the Twelve, attaches great importance to fulfillment by the Soviet Union of its commitments under the Final Act.
