asked the Minister for the Environment when Kildare County Council will be in a position to allow the work to proceed on the Newbridge-Kilcullen by-pass on the N7; whether sufficient funds will be available for this work in 1989; and if he will make a statement on the matter.

The timing of construction of the Newbridge and Kilcullen by-passes is being considered in the context of the preparation of the proposed blueprint for road development by my Department.

The 1989 Estimates provision for road grants will enable over £60 million to be allocated to major schemes. This will allow the continuation of work on several schemes and the commencement of work next year on the Navan Road and the St. John's Bridge schemes in Dublin. The provision would not allow work to start on other major schemes.

Additional expenditure on major road improvement works is one area which is being considered at present in the discussions concerning the increased funds available from the EC Structural Funds.
