Vol. 384 No. 2

Ceisteanna — Questions. Oral Answers. - Seizure of Cocaine.

55.

asked the Minister for Justice, in light of the information that the supply of cocaine to the European market has increased significantly, the additional steps he intends taking to assist the Garda Síochána in their efforts to seize the supply of this drug on the Irish market; and if any discussions have taken place with the British authorities with a view to setting up an Anglo-Irish drug enforcement agency to co-ordinate efforts in the war against drugs; and if he will make a statement on the matter.

I am informed by the Garda authorities that they are aware of the problem to which the Deputy refers. However, they assure me that there is no evidence to suggest that there is any significant abuse of cocaine in this country. The situation is, however, being closely monitored by the gardaí who are alert to the dangers of a problem developing in this respect and appropriate steps are being taken to identify and deal with any increase in the supply of the drug to this country.

The Garda strategy for dealing with the problem of importation of illicit drugs includes close liaison and co-operation with the customs authorities here as well as with Interpol and with national police services throughout Europe.

Is the Minister aware from various articles published recently that drug pushers have targeted Ireland, Britain and Europe as potential growth markets for the sale of cocaine, particularly in view of the drop in price on the world market? Would he not agree that there is need for greater co-operation, particularly between ourselves and the police authorities in Britain? What proposals does he have to deal with the problem facing the Garda Síochána with the removal of barriers in 1992? Is this not the time to prepare ourselves for these dramatic changes? Has he any proposal to introduce legislation to deal with the confiscation of assets of these drug pushers?

The answer to the latter part of the Deputy's question is yes. With regard to co-operation with the British and other authorities to combat the possibility of an increase in trafficking in the drug cocaine, the Garda authorities have assured me that part of their strategy to deal with this problem is to liaise very closely with other European police forces, and with Interpol, and this includes a very high level of co-operation with the United Kingdom authorities.

The Garda keep a very close watch on this area bearing in mind the consequences for our community of any laxity that might exist. I will convey the Deputy's remarks to the Garda Commissioner with a view to letting him know that that concern is shared by every Member of the House.

Bearing in mind the time limit for raising matters on the Adjournment, does the Minister have any intention of reporting to the House on the four bomb hoaxes throughout the city this morning, and particularly the way the Garda Síochána approached this matter?

That is not relevant at this time. The Estimate for the Minister's Department will be before the House shortly when Members will have ample opportunity of airing their views.

May I raise this matter on the Adjourment?

I will communicate with the Deputy. That disposes of questions — ordinary and those nominated for priority for today.
