asked the Minister for Industry and Commerce when he proposes to introduce legislation to ratify the European Patent Convention; if his attention has been drawn to the urgent need for this legislation having regard to the potential loss of further investment by companies in this country and new companies coming to Ireland to invest; and if he will make a statement on the matter.

At the beginning of September last I was authorised by the Government to have a new Patents Bill prepared on the basis of a draft scheme which I had submitted to the Government.

The new Bill, which will, inter alia, enable Ireland to ratify the European Patent Convention, is being drafted at present; but because of its length and complexity I cannot predict exactly when it will be ready for introduction to the House. The Deputy may be assured, however, that I am treating this matter as one of priority.

I agree that this new legislation will enhance the climate for industrial investment and innovation here, which is why I am doing everything I possibly can to have the drafting completed and the measure introduced as quickly as possible. I am not aware, however, that the absence of such legislation to date has led to any impairment of our potential to attract investment.
