Order of Business.

It is proposed to take Nos. 5, 8, and 9. It is also proposed that the proceedings on No. 5, if not previously concluded, shall be brought to a conclusion at 12.30 p.m. today and the speech of each Member called on shall not exceed 15 minutes.

May I ask if the proposals are agreed? Agreed.

This morning the report of the Combat Poverty Agency on money lending is being issued and I should like to ask, on behalf of my party, that a special debate on that report be arranged for next week.

That is a matter for the Whips.

Could I have an indication from the Taoiseach?

With the permission of the Chair I wish to raise on the Adjournment the arbitrary way in which rates on business premises in Tipperary town have been increased by, in some cases, 300 per cent or 400 per cent.

I will communicate with the Deputy.

I should like to ask the Taoiseach if he will allow time next week, or the following week, for a debate on the position of the VHI before the Government reach a final decision in regard to it.

That is a matter that should be raised in another way.

I will consider that.

I should like to ask the Minister for the Environment if, following meetings with officials of the local authorities and the fuel merchants, he is now prepared to meet the householders affected.

That matter is not relevant now and, doubtless, the Deputy will have an opportunity of raising it in another way.

I am referring to people for whom it will be illegal to light a coal fire. They are not getting any help from the Minister or any official of Dublin Corporation.

The Deputy must desist and resume his seat.

It appears that nobody wants to talk to those people. They have requested a meeting with the Minister and I hope he will meet them.

I should like the permission of the Chair to raise on the Adjournment the leaking of information in relation to farm grants that has taken place in recent weeks by the Minister to backbenchers.

I will communicate with the Deputy. The Deputy need not elaborate.

This is an important matter and I would appreciate if the Chair gave it serious consideration. It appears that stroke politics is back in Tipperary.

I have indicated to the Deputy that I will communicate with him.

There will be two strokes in Tipperary from now on.

I wish to seek permission again to raise on the Adjournment the failure of the Minister for Education to provide for adequate teaching of French to girls in the comprehensive school in Ballymun.

I am aware of the Deputy's concern and I will communicate with him.

I should like permission to raise on the Adjournment, the subject matter of Questions Nos. 21 and 30 on yesterday's Order Paper.

I will communicate with the Deputy.

I should like permission to raise on the Adjournment the manner in which the Government are administering the preparation of programmes for submission to Brussels and the exclusion of public representatives at local level from participation in the formulation of those programmes.

I will communicate with the Deputy.

I should like to raise on the Adjournment the issue of the appointment of a remedial teacher to the parish of Clyne, County Cork where there are 500 pupils. A commitment was given to provide a remedial teacher.
