This matter was discussed at some length in Dáil Éireann in November 1987. As I explained at the time, I decided that the interim Curriculum and Examinations Board should be reconstituted as the National Council for Curriculum and Assessment mainly because I did not see how the main function of the council — advising the Minister of all matters relating to the school curriculum — would be enhanced in any way by making them a statutory body. I also considered that the council would be better able to fulfil their central role if they were not encumbered with responsibility for organising the certificate examinations.
