Written Answers. - Ultra Vires Rule.

asked the Minister for the Environment the reason he has failed to reply to correspondence from Dublin Corporation requesting a meeting to discuss the removal of the ultra vires rule; and if he will respond to this correspondence and meet with the Enterprise and Employment Committee of Dublin Corporation to discuss this matter.

I have indicated to Dublin Corporation that since taking up office I have been conducting an intensive review of the local government system with a view to devising a package of initiatives which together will form the basis of a cohesive and comprehensive programme for reorganisation. Legislation will be needed to effect this programme and it is intended that part of it will include a significant relaxation of the ultra vires doctrine.

Work on the reorganisation programme is now at an advanced stage and I will be announcing details as soon as possible.

In view of this I do not consider a meeting would serve any useful purpose at this stage and this view has been conveyed to Dublin Corporation. They have been assured, however, that the views expressed in their motions have been carefully noted and they have been informed that I would welcome any detailed submissions they might wish to make in relation to the specific legislative changes which the Enterprise and Employment Committee would like to see made.
