Committee's Recommendations
1. The Government have accepted all the recommendations in the report of the Inter-departmental Committee on Defence Forces Pay, Allowances and Conditions with one small amendment — the date for the payment of the increase in military service allowance. That increase will now be paid in two phases from 1 January 1989 and 1 July 1989 instead of in a single phase from 1 January 1989. The increases in all other allowances are payable in full from 1 January 1989.
Overall increase of 19 per cent for Non-Commissioned Ranks
2. Non-commissioned ranks as a whole are getting an increase of 19 per cent, made up of an increase of 12 per cent in basic pay and significant improvements in a range of allowances. This is significantly greater than what they would have got under traditional pay relationships. In addition, all the general pay increases provided for in the Programme for National Recovery and the Public Service Pay Agreement are being paid.
Overall increase for Officers
3. Officers who have not benefited from recent special awards are getting an increase ranging from 10 per cent to 16 per cent when account is taken of the improvements in basic pay and in military service allowance. These officers are also benefiting from the increases in security allowances and from the general increases referred to in the previous paragraph.
Payment of Basic Pay Increase
4. It is not possible to pay the increases in basic pay in one phase without breaching the Public Service Pay Agreement and undermining the Programme for National Recovery. These increases will be paid on the same phased basis as for other public service groups, i.e. 40 per cent of the increases in basic pay with effect from 1 July 1989, subject to the terms of the Public Service pay Agreement.
Immediate Increases — Non-Commissioned Ranks
5. The combined effect of the general increases and the increases in allowances will be to improve the average weekly pay of non-commissioned ranks by nearly 9 per cent from 1 January 1989. Payment of the increases is being made today.
Cost
6. The total cost of the full award will amount to £25.7 million a year. The 1989 cost will be £12.5 million, against which certain savings from rationalisation will be offset.
Promotions
7. Promotions will be made where the Minister for Defence is satisfied after consultation with the Chief of Staff that the vacancies should be filled because of military and security considerations.
Details of Revised Rates
8. Examples of the amounts of the increases are shown below together with details of the various revised rates of pay and allowances.
Other Matters
9. The other matters which were recommended by the committee and approved by the Government are as follows:
(a) Revised rates of retirement gratuities for NCOs and Privates; Increase from 21 to 25 week's pay at 21 years' service and to a maximum of 45 weeks' pay at 31 years' service.
(b) Revised rates payable on discharge by purchase: Top rate to be increased from £1,200 to £5,000 and other rates to be adjusted also.
(c) Review of the rate of deduction for rations: The current rate is £1.68 per day in respect of three meals.
(d) Future pay Reviews: Two former members of the Permanent Defence Force will be appointed, following consultation with the military authorities, to the inter-departmental committee established in June 1988 which will continue in existence.
(e) Rationalisation of the network of military barracks and posts throughout the country involving the immediate closure and disposal of military barracks, including Griffith and Collins Barracks, Dublin, and other properties which are surplus to security requirements.
