asked the Minister for the Environment if his attention has been drawn to the fact that 1,200 Dublin Corporation houses and about 700 flats do not have the basic facility of a bathroom; and if he will make special financing available to deal with this problem.

The management and maintenance of their dwellings is the responsibility of local authorities. Under the terms of the improvement works scheme, loan finance is available from my Department to enable authorities to carry out improvements, including the provision of bathroom facilities to their rented dwellings. I am glad to say that I have been able to meet Dublin Corporation's requests in this regard. Also, authorities may, with my consent, use their internal housing capital receipts for this purpose. In addition, the provision of bathrooms may be included in programmes of major structural works under the remedial works scheme for which Dublin Corporation received an allocation of £4.4 million for 1989.
