asked the Minister for the Environment the proposals he has for the Cavan town by-pass; the priority he is giving to this development; if his attention has been drawn to the major congestion in the town caused by heavy traffic passing through and the adverse effect on business owing to delays which arise for those who are travelling through Cavan town to the west of Ireland; and if he will make a statement on the matter.

I am considering the timing of future major road improvements in the context of the preparation by my Department, of operational programme for national roads. This programme will be submitted to the EC before the end of next month for the purpose of qualifying for aid under the revised structural funds.
