asked the Minister for Agriculture and Food if he will give a definition of an environmentally sensitive area.

Presumably the question relates to an environmentally sensitive area as envisaged in the agricultural structures Regulation No. 797/85. The relevant provision in that regulation enables aid to be given for the "introduction or the maintenance of farming practices compatible with the requirements of the protection of the environment and of natural resources or with the requirements of the maintenance of the landscape and the countryside". If and when a decision is made to introduce the scheme here the requirements to be met by the area concerned will be drawn up in greater detail.
