asked the Minister for Education the number of primary schools which are entitled to promote staff members to vice-principalship but which have not done so.

Information in relation to the entitlement of schools to promote staff members is not extracted in advance of individual applications from schools for approval for promotions. Accordingly, the information requested is not readily available, and priority work precludes the allocation of staff to the task. I would say, however, that schools are generally aware of their entitlement to posts of responsibility.
