asked the Minister for Finance if he will clarify the financial ceiling on the budgetary announcement concerning the return of PAYE-PRSI data and payments for employees; if a ceiling has been set for such small companies; the way in which it will be operated; and if he will make a statement on the matter.

The scheme of annual accounting for PAYE-PRSI is intended for very small scale employers. As stated in the budget speech, operation of the scheme will be at the discretion of the Collector-General. He is currently drawing up a list of the cases to whom he considers the new arrangement could be offered without endangering the Exchequer cash flow. These cases will be informed of their selection shortly and will also have the option of remaining on the monthly remittance basis. As also indicated in the Budget Statement, it is expected that up to a maximum of 43,000 cases initially will be offered the opportunity of annual accounting.
