asked the Minister for Labour if he has read a report (details supplied) on the services for the blind; and if so, if and when he will implement its recommendations.

I have had the report in question examined by my Department.

In broad terms, my areas of responsibility in relation to the handicapped are twofold. The Government decided in 1977 that a quota of 3 per cent of disabled persons should be employed in the public sector. The quota applies to disabled persons regardless of their handicap. The embargo on general recruitment to the public service has slowed progress in achieving the quota target.

At the request of the Minister for Health and myself, senior officials from FÁS and the National Rehabilitation Board, together with officials of both our Departments meet on a regular basis to ensure maximum co-operation between the two organisations in assisting disabled persons seeking vocational training or employment.
