asked the Minister for the Environment if he has drawn the attention of the local authorities to the inadequate fitting of audio-visual signals to pedestrian/traffic lights, in the light of a report (details supplied).

The provision of pedestrian traffic lights is a matter for road authorities at either the request of or with the consent of the Garda Commissioner. My Department have laid down general guidelines for their provision which are aimed at the safety of road users generally and in this regard it lies with the road authority to determine if audio-visual aids should be used in particular circumstances.

"Bleeper" facilities are incorporated in recently constructed pelican crossings as a normal part of the mechanism and may be activated if required. I understand that, in the case of major urban authorities, it is policy to activate the "bleeper" mechanism in pelican crossings where it is considered safe to do so.
