A Cheann Comhairle, I served you notice in writing this morning, as required by Standing Order No. 30, that I wish to raise at the commencement of public business today a specific and important matter of public interest which requires urgent consideration: that this House view with great concern the continuing crisis in the health service as exemplified by the further cuts in staffing and services announced by the Southern Health Board yesterday. This House is now concerned that the continuing deterioration in the health service will be directly responsible for the loss of life unless an immediate allocation of resources is made. I served you that notice, a Cheann Comhairle, because I believe the health services are on the verge of breakdown. What is needed is an immediate intervention by the Minister for Health, or indeed by the Government as a whole, because the curtailment——

If I may just finish the sentence? I believe very strongly that the curtailment of funds by the Government, as is at present the situation, is verging on moral irresponsibility for the health services.
Deputy Spring gave me notice this morning that he wished to raise this matter under Standing Order No. 30. Having considered the matter fully, I do not consider it is one contemplated by this Standing Order and I cannot therefore allow the motion.
