asked the Minister for the Environment if he will take all necessary action in order to ensure that owners of land are aware of the fact that they are responsible for any trees on their lands which pose a danger to the public; and if he will request local authorities to carry out inspections on land adjacent to roads in order to ensure that dead trees do not pose a serious hazard to the general public.

A general circular setting out the powers and duties of road authorities regarding roadside trees and hedges was issued on 1 September 1988. This circular requested road authorities to notify landowners in writing of any tree or hedge adjacent to a public road which they considered to be a danger or potential danger to road users.
