Election of Ceann Comhairle.

Dé réir na mBuan Orduithe, is é an chéad ghnó eile ná Ceann Comhairle a thoghadh. Glacfaidh mé anois le tairiscintí. In accordance with Standing Orders, the next business is the election of a Ceann Comhairle, and I shall now receive motions.

Tairgim ainm an Teachta Seán Ó Treasaigh mar Cheann Comhairle. I propose the name of Deputy Seán Treacy for Ceann Comhairle.

Molaim an Teachta Pádraig Ó hAirt mar Cheann Comhairle. I propose Deputy Patrick Harte for the office of Ceann Comhairle.

Iarraim anois ar an Teachta Seán Ó Treasaigh, Comhalta do Dháilcheantar Thiobraíd Árann Theas, duligceannas an 26ú Dáil Éireann. I now call on Deputy Seán Treacy, Member for the Constitutency of Tipperary South, to take the Chair of this 26th Dáil Éireann.

Standing beside the Chair, the Ceann Comhairle, addressing the Dáil said:

A Theachtaí, ba inhaith liom mo bhuíochas a ghabháil libh as mé a thoghadh mar Cheann Comhairle Dháil Éireann arís. Is mór an onóir domsa é. Deirim libh go léir go ndéan-faidh mé mo dhícheall cothrom na Féinne a thabhairt do gach uile Theachta anseo.

Fellow Deputies, please accept my profound thanks for electing me once again as Ceann Comhairle of Dáil Éireann. This is the third time on which this House has honoured me so. It is a great privilege and distinction but it is also a great responsibility of which I am deeply conscious.

I feel I bring to the Chair a certain amount of experience and knowledge and a deep respect and regard for the history, the tradition, the dignity of this House and the part which it plays, or should play, in the everyday lives of our people. As Ceann Comhairle I have consistently upheld the principles of equality for all the Members here, fairness in all manner of dealing, and I assure all the Members of the House that their rights and privileges are fully protected by me.

I now seek most humbly your co-operation in upholding the dignity and the decorum of this House in adhering to its Standing Orders and procedures. It is my task and duty to apply the rules of this House as laid down by this House, and if there is anything fundamentally wrong with the rules or procedures, then this House has the right to change the rules in accordance with their liking. This is a supreme Parliament. You may do as you wish in such matters and I, as your Ceann Comhairle, will faithfully implement any changes you may make.

I express the ardent hope that this new 26th Dáil will be blessed with the utmost co-operation and goodwill, devoid of rancour or bitterness in the new situation in which we must adhere to the wishes and the welfare of the people who sent us here. So in all that you do for the uplifting and ennoblement of our people, may God inspire you and may your deliberations be crowned with great success.

Before concluding I should like to commiserate with the other candidate for the Office of Ceann Comhairle, Deputy Paddy Harte. Deputy Harte and I entered this House in October 1961 together and during that long period we have been fast friends, not merely individually but familywise, and no vote in this House between myself and Deputy Harte can ever mar the friendship and respect we hold for each other. I know he would make a good Ceann Comhairle and he would emulate the other Donegal men who went before him and graced that Chair with distinction. Mar a deireann an seanfhocal, "beidh lá eile ag an bPaorach".

Again, to all of you my grateful thanks. I shall strive very earnestly to prove worthy of the confidence you have again reposed in me. Anois, a Theachtaí, ar aghaidh leis an obair in ainm Dé.

Perhaps the Chair would allow me a moment to wish him well in the Chair, to congratulate him on his re-election and to thank him most sincerely for his kind words about me, which were not worthy of me at all. I sincerely wish the Chair every success and I will co-operate with him in every way possible.

Go raibh maith agat. I understand the Taoiseach now wishes to move a motion regarding a late sitting.
