asked the Minister for Agriculture and Food if he will make a statement on the position of farmers with off-farm income in relation to headage payments.

The position is that there will be no off-farm income limit as and from 1 January 1990 and that all farmers will be able to apply for disadvantaged areas grants under all 1990 disadvantaged areas sheep, goat, cattle and equines headage schemes regardless of their off-farm incomes.

The limit of £5,200 remains in force for all 1989 disadvantaged areas schemes, however, and, in order to comply with the recent High Court judgment, the incomes of both married and unmarried couples living together are being combined under the terms and conditions of any schemes published since that judgment was given — namely the cattle and equines headage scheme, the beef cow and equines headage scheme and the goat headage scheme.
