Allocation of Time: Motion.

I move:

(1) That on Tuesday, 18th July, and Wednesday, 19th July—

(a) the Dáil shall sit later than 9 p.m. and the hour at which business is to be interrupted on those days shall be 9 p.m. and 10 p.m. respectively; and

(b) consideration of Government business shall not be interrupted at the time fixed for taking private members' business;

(2) that notwithstanding anything in Standing Orders—

(a) the motion relating to certain Bills initiated by members of the Government and the motion for leave to introduce Supplementary Estimates for Labour and International Co-Operation for the year ending 31st December, 1989, shall be decided without debate, as shall the Estimates for the following Public Services for the year ending 31st December, 1989, such Estimates being decided by one Question—

President's Establishment;

Houses of the Oireachtas and the European Assembly;

Department of the Taoiseach;

Central Statistics Office;

An Comhairle Ealaíon;

National Gallery;

Office of the Minister for Finance;

Comptroller and Auditor General;

Office of the Revenue Commissioners;

Office of Public Works;

State Laboratory;

Secret Service;

Office of the Attorney General;

Office of the Director of Public Prosecutions;

Valuation and Ordnance Survey;

Civil Service Commission;

Office of the Ombudsman;

Superannuation and Retired Allowances;

Roinn na Gaeltachta;

Labour, together with a Supplementary Estimate;

Industry and Commerce;

Tourism and Transport;

Communications;

Foreign Affairs;

International Co-Operation, together with a Supplementary Estimate;

Energy;

Forestry;

Public Service Early Retirement Payments; and

Increases in Remuneration and Pensions;

(b) the Estimates for Office of the Minister for Education, First-Level Education, Second-Level and Further Education and Third-Level and Further Education for the year ending 31st December, 1989, shall be taken together for the purposes of debate and the proceedings thereon, if not previously concluded, shall be brought to a conclusion at 1.30 p.m. on Wednesday, 19th July, by one Question;

(c) in the case of the Estimates for

(i) Office of the Minister for Justice, Garda Síochána, Prisons, Courts, Land Registry and Registry of Deeds and Charitable Donations and Bequests (which shall be taken together for the purposes of debate and which shall be decided by one Question);

(ii) Environment;

(iii) Social Welfare;

(iv) Agriculture and Food;

(v) Defence and Army Pensions (which shall be taken together for the purposes of debate and which shall be decided by one Question); and

(vi) Health

for the year ending 31st December, 1989, in each case the debate thereon shall not exceed two hours and the following arrangements shall apply—

(I) the speech of the member of the Government or Minister of State opening the debate shall not exceed twenty minutes;

(II) the speech of each other member called on shall not exceed fifteen minutes; and

(III) a member of the Government or Minister of State shall be entitled to not less than five minutes for a speech in reply;

(d) the debate on the Estimate for the Marine for the year ending 31st December, 1989, shall not exceed one hour and the arrangements set out in paragraph (c) shall apply with the substitution of ‘fifteen minutes’ for ‘twenty minutes’ and ‘ten minutes’ for ‘fifteen minutes’ in subparagraphs (I) and (II) respectively; and

(e) if a division is demanded on an Estimate or Estimates this week, such division shall be taken forthwith.".
