asked the Minister for Labour whether workers recruited under social employment schemes are exclusively from those who have applied voluntary for such work; and, if not, when this change in the terms of the scheme came into effect.

The purpose of the social employment scheme run by FÁS is to assist long term unemployed persons to regain a foothold in the labour market. All persons on the live register are considered available for employment and are accordingly considered for the social employment scheme as opportunities arise. Persons who refuse an SES opportunity without a reason acceptable to FAS are reported to the Department of Social Welfare. It is a matter for that Department to decide if they may continue to draw unemployment benefit or assistance.
