asked the Minister for Education if the real costs of provision of places in various second and third level institutions have been identified and published as promised in paragraph 2.24 of The Programme for Action in Education.

A unit cost study in the HEA sector is under way at present. A considerable amount of work on costs for third level courses in the VEC sector has been completed as part of the work of a committee established to examine third level courses which lead to awards by the NCEA and other bodies outside the universities and it is intended to extend this work to provide unit costs for these colleges.

It has not been possible to date to carry out a similar study in relation to the second-level sector, but I plan to initiate such a study shortly.
