asked the Minister for Education if she will outline the procedures for the appointment of a parents' council in primary schools; and the rights and obligations of such councils once establised.

Parent associations are attached to primary schools at local level. Each of these Associations elects delegates annually to form a County Committee, each of which in turn, elects a national representative annually. The national representatives work together to form the National Executive of the National Parents Council — Primary Tier.

I consult with the National Parents Council on matters of education policy such as the role of parents in education, the representation of parents on national committees — such as the Primary Review Body and the Review Body on the Primary Curriculum — and policy in relation to school transport.

The council is also free to make submissions on any matters of general policy which arise.
