asked the Minister for the Environment if he has considered the scope for funding recreational development in Dublin City as for example in a case (details supplied) in Dublin 5; and if this is blocking the balanced growth of communities in the city area, particularly in disadvantaged areas.

The development of lands for recreational or other purposes is a matter primarily for each local authority having regard to development plan objectives and other factors. My Department can assist from time to time as resources permit by, for example, approving borrowing for development works or allocating grants under the amenity grants scheme. In the case in question. Dublin Corporation have submitted an application for an amenity grant to assist in the continuation of the development of these lands. This application, in common with all other applications made under the amenity grants scheme, will now fall to be considered under the new arrangements for the amenity-recreational facilities grants scheme referred to by the Minister for Finance in his reply of 24 October, 1989 to Questions Nos. 26, 48 and 55.
