asked the Minister for Tourism and Transport if he will enforce the haulage regulations on non-national hauliers with regards to certification to the same extent as hauliers from this country are being forced to comply fully with these regulations in Northern Ireland, the UK and European countries

Ireland has concluded a number of Bilateral Road Transport Agreements with EC and non-EC states. These provide for reciprocal access to road transport in the territory of the contracting parties to the agreements. Penalty clauses for breaches of the terms of the agreements are enforced by the competent authorities of each state. The Gardaí, the Customs authorities and the transport officers of this Department are responsible for enforcement in Ireland.

The agreements provide for reciprocal reporting procedures between the contracting parties of breaches of the agreements by visiting hauliers. These offences can lead to withdrawal of permits to operate abroad.

The measures needed to prevent and punish breaches of the law by foreign hauliers in Ireland are kept under constant review in my Department. I am satisfied that the State's enforcement agencies are adequately enforcing the law in this regard.
