asked the Minister for Health if all persons resident in the Republic and in receipt of British retirement pensions, in whole or in part, are deemed to be eligible for medical cards without further investigation.

No. A person in receipt of a social security pension from another EC member state is eligible for a medical card irrespective of means only if the person satisfies the criteris specified in the relevant EC Regulation (Regulation 1408/71) i.e. is not also in receipt of an Irish pension, and is not employed or self-employed. Health boards are entitled to seek from applicants whatever information is required to establish whether these criteria are met.
