The Revenue Commissioners have advised me that a certificate of tax-free allowances was issued to the taxpayer on 17 November 1989. Any tax over-deducted from his earnings since 25 September 1989, (i.e. date of commencement) is refundable to him by his employer on operation of that certificate.
