asked the Minister for Agriculture and Food whether the new agricultural policy group set up on 1 November, 1988, and including representatives of the IFA, the ICMSA and the Government, constitutes a departure from the framework for consultation of the Social Partners set up under the Programme for National Recovery; and, if so, the reason.

The policy review group which I have set up does not fall within the framework of the Programme for National Recovery and does not therefore constitute a departure from the process of consultation envisaged under the programme. The review is in response to the major changes occurring in the economic environment facing the agricultural and food industry and rural areas. It may also be noted that the recent NESC report on `Ireland in the European Community' recommended that such a review take place.

The group will consult widely with various State, agricultural, trade union, employer and consumer interests. I believe that the structure of the group, allied to the wideranging consultative process, is the most effective way to conduct the policy review.
