asked the Minister for Labour if he has any proposals to ask DÍON to extend their remit and attentions to the needs of Irish emigrant groups in the United States; and if he will make a statement on the matter.

Overall responsibility for Irish citizens abroad rests with the Minister for Foreign Affairs. I have certain responsibilities in relation to some emigrants to Britain, but again, the overall responsibility for Irish persons in Britain lies with the Minister for Foreign Affairs.

DÍON, the advisory committee on emigrant welfare services, which is chaired by the Labour Attaché at the Irish Embassy in London and whose membership is almost entirely British based, advises me on matters affecting the welfare of Irish emigrants to Britain.

Up to now DION have concentrated on developing and improving the services provided by voluntary organisations for Irish emigrants in Britain, mainly through: (i) provision of assistance to organisations employing professional workers operating front line emergency services for Irish emigrants; (ii) initiatives and ventures for developing closer links between voluntary bodies and local and statutory authorities with responsibility for welfare and the provision of accommodation to meet local needs; and (iii) information projects and surveys for identifying the specific needs of disadvantaged emigrants.

In the circumstances, I do not propose to alter DÍON's terms of reference, as suggested, since it would only serve to dilute the effectiveness of State aid for emigrants to Britain and dissipate the excellent work of the DÍON committee. I am satisfied that DÍON should concentrate on the British situation only and continue to advise and report to me on emigrant services there.
