The person concerned has been awarded a free fuel allowance from 20 October 1989. A free fuel allowance book payable from 24 November 1989 issued to her local post office on 5 December 1989. Arrears of allowance covering the period 20 October 1989 to 17 November 1989 are in the course of issue.
