asked the Minister for the Environment if he will consider removing the constraints which prevent local authorities from acquiring houses which have been repossessed by them following the failure of householders to make repayments due on Housing Finance Agency loans; and if he will make a statement on the matter.

There is nothing to prevent a housing authority taking into stock a repossessed house if the costs involved are met out of current revenues. However, as would be the case with the acquisition of any house by a housing authority, the approval of the Minister is required where they propose to meet the costs of taking the house into stock out of capital. The small number of applications which local authorities see fit to submit are considered on the merits.
