Question:

68 Mr. J. Bruton asked the Minister for the Environment when legislation will be introduced to ratify the Basel Convention on the Transboundary Movement of Hazardous Waste, signed by this country on 19 January 1990.

The existing arrangements in this country in relation to the control of exports and imports of hazardous wastes derive from regulations made under the European Communities Act, 1972, in order to give effect to relevant EC Directives. The EC Commission which has also signed the Basel Convention has indicated that it will be bringing forward proposals this year for the amendments of these directives which are necessary to give effect to the convention at Community level. When such amendments are adopted, corresponding amendments of the regulations in force here would follow at an early date and would provide for effective implementation of the convention in this country.
