Question:

83 Tomás Mac Giolla asked the Minister for Education the number of (a) remedial teaching and (b) career guidance posts in post-primary schools at present; and whether any or all of these are ex-quota.

The figures quoted relate to the number of ex-quota guidance and remedial posts in post-primary schools. Thè actual designation in individual cases of the 25 remedial guidance ex-quota posts in the vocational sector was left to the VECs themselves. In addition, it is open to post-primary schools to include guidance and remedial teachers within quota and very many do so. Information on the actual numbers included within quota is not available in the Department's records.

Question:

84 Tomás Mac Giolla asked the Minister for Education the net effect on the number of teaching posts at (a) primary level and (b) post-primary level by a reduction of one point in the staffing schedules from 1 September 1990 and (2) with a further reduction from 1 September 1991.

Based on projected enrolments, the net additional number of teaching posts that would result from a reduction of one point in the enrolment-staffing schedule for primary schools, to apply in September 1990, is estimated at 250 posts approximately. It has also been estimated that a further reduction of one point in the schedule to apply in September 1991 would result in a further net increase of 250 posts approximately.

However, the position for each year cannot be predicted with any great degree of certainty, until the actual enrolments for the previous 30 September are known. It is only then that the effects of the various redeployment panels on the number of teaching posts in their respective areas, can be gauged. As yet, enrolments for September 1989 have not been supplied to my Department by all primary schools.

The number of additional posts required in post-primary schools by reductions in the pupil teacher ratio from 20:1 to 19:1 in 1990-91 and to 18:1 in 1991-92 will depend to a great extent on the operation of the redeployment scheme at present in operation for secondary schools and proposed for com-munity-comprehensive schools whereby teachers who are over-quota in some schools may be redeployed to fill vacancies in other schools. The number of vacancies will also be affected by enrolment trends and the extent to which staffing concessions allowed in the context of a 20:1 pupil teacher ratio may be eliminated by the introduction of lower ratios.
