Question:

115 Mr. J. Mitchell asked the Minister for the Environment if his attention has been drawn to the fact that, for the purposes of grants under the Smoke Control Zone Area Orders made under the Air Pollution Act, Dublin Corporation is treating as purchasers tenant purchasers who have completed their repayments to the corporation and by this interpretation the said purchasers qualify for lesser grants; if, under the regulations made by him, a tenant purchaser is a former tenant; if he will confirm that, regardless of whether they have completed the repayments or not, those who purchased their former tenancy house from Dublin Corporation under a sales scheme approved by his Department are entitled to the higher level of grant; and if he will make a statement on the matter.

The administration of the schemes of financial assistance made under section 45 of the Air Pollution Act, 1987, is a matter for Dublin Corporation who have full responsibility for dealing with individual applications under these schemes. The schemes in question provide, among other things, that grants shall meet the full cost of permitted conversions, up to specified maximum sums, in cases where private dwellings are rented or are being purchased from the corporation or where the owner/occupier qualifies for the national fuel scheme. Lower rates of grants apply in other eligible cases.
