Proinsias De Rossa

Question:

95 Proinsias De Rossa asked the Minister for the Marine , in respect of legislation passed under the aegis of his Department, which required (a) a ministerial order or (b) an order of the Oireachtas to implement (1) the entire Act or (2) any section of the Act, he will list any Act or section of an Act which has not yet been implemented; and the reason for any such non-implementation.

The information sought by the Deputy is as follows:

Four sections (sections 2, 16, 19 and 45) of the Oil Pollution of the Sea (Civil Liability and Compensation) Act, 1988, which required a ministerial order for the making of four regulations have not yet been implemented. Three of the regulations are ready for signature and the draft of the fourth regulation is under discussion and should be finalised shortly.
