Question:

75 Mr. Flood asked the Minister for the Environment if he will bring forward proposals to apply specific controls on the parking of large vehicles in the residential areas of Dublin city and Dublin county; and if he will make a statement on the matter.

76 Mr. McCartan asked the Minister for the Environment if he intends updating the law concerning the control of lorries and other goods vehicles in built-up, residential areas; and if he will make a statement on the matter.

I am taking Questions Nos. 75 and 76 together.

The Road Traffic Acts provide a comprehensive range of controls, including parking controls on vehicles generally and the power to remove vehicles which are left on a public road in such a manner as to cause danger or inconvenience or obstruct traffic. Responsibility for the enforcement of these controls rests with the gardaí.
While the above controls are generally adequate, it seems to me that additional by-law controls relating specifically to the parking of large vehicles may be warranted. Such extra controls can be introduced under existing legislation. Since the problem relates in the main to the Dublin area, proposals have been developed by my Department in conjunction with Dublin Corporation and the gardaí with a view to applying special controls in that area.
The corporation have prepared a list of suitable sites for alternative overnight parking on-street for large vehicles in their functional area where this may be required. Dublin County Council and Dún Laoghaire Corporation have been asked to prepare corresponding lists for their functional areas.
The making of the necessary by-laws to implement the proposed controls is in the first instance a matter for the Garda Commissioner.
