Question:

179 Mr. Crowley asked the Minister for Health the reason the Southern Health Board have withdrawn their commitment to offer financial assistance to the Charleville and District Association for the Handicapped; if his attention has been drawn to the fact that this association is depending on these funds to clear their deficit; the reason the Southern Health Board cannot provide total funding to an association which is offering a crucial service in their own area; and the reason it has been indicated that this association must claim capitation from the Mid-Western Health Board.

The Southern Health Board have not withdrawn from any commitment to Charleville and District Association for the Handicapped. From 1990 onwards the association are being funded on a budget basis and the association will continue as a member of the Southern Health Board's co-ordinating committee for the mental handicap services.

I recently met the chairman of the association regarding an accumulated deficit in respect of previous year's activities and have assured him that this matter will be dealt with on receipt of his audited accounts. A further meeting between my officials and the association has been fixed for the end of March to finalise the position including the question of the capitation payments from the Mid-Western Health Board.
