Question:

156 Mr. M. Higgins asked the Minister for the Environment if he proposes to amend the landlord and tenant legislation to protect the interests of rural landlords who seek fair and reasonable rents.

The terms of a tenancy are matters for agreement between the landlord and the tenant except in the case of dwellings formerly controlled under the Rent Restriction Acts. In the latter cases the landlord or the tenant may apply to the rent tribunal to have the terms of the tenancy fixed; I have no proposals to extend this arrangement to other privately rented dwellings. The relationship between landlord and tenant is generally subject to the landlord and tenant code, which is the responsibility of the Minister for Justice.
