Question:

29 Mr. S. Barrett asked the Minister for the Environment the amounts paid out by the Motor Insurers' Bureau to victims of accidents involving uninsured motor vehicles in (a) 1988 and (b) 1989; and if he will give an estimate of the number of uninsured drivers for the same periods.

I understand from the Motor Insurers' Bureau of Ireland (MIBI) that the amounts paid out directly by them to victims of uninsured and "hit and run" drivers totalled £15.1 million in 1988 and £13.5 million last year.

In 1987 the Garda Síochána carried out a comprehensive roadside survey of about 24,000 vehicles. The survey results indicated that between 6 and 8 per cent of vehicles in use were uninsured.
